These would be more user friendly if you change them to be % based healing instead of static numbers. They would work with nearly any setup regardless of .ini config or mod changes to dinos. An example would be the Vitaberry mod. The berries each heal 0.5% health when fed to a dino; so no matter how much health a dino has, 200 berries will fully heal it.

Perhaps something along the lines of:

Primitive = 10%
Ramshackle = 15%
Apprentice = 30%
Journeyman = 50%
Mastercraft = 75%
Ascendant = 100%

That's a good idea, it would be more useful with peoples different set ups, I will look into it!

EDIT: The Mod is now updated to have percentage son the potions. See the ReadMe for percentage values

depending on what your runing for the server seting the cool downs would have to be flexabull in the ini so each admin could adjust it to what is needed.

2 bugs found;
1) These give food to dinos, which means you can use them on babies that can only eat milk or whatever other restriction to bypass the raising dino costs.
2) INI setting does not work fully. It maxes at 10 seconds no matter what setting you have.
