Tiber Septim or Uriel Septim the fourth (cause why not XD)
Emeric is as good a Choice as any considering he was an acutal king of a seperate High Rock

Gortwog seems to be the only Notable Orc in any game mentioned for the Orcs. (wish we had a real pic tough XD)
Now for Redguard Cyrus seems as good as any (seeing as I can't find too many notable Redguards worth mentioning) Although you could use Isran the leader of the Dawnguard...
Also Have you added Fort Dawnguard as a City-State ? and Castle Volkihar?

For Dark Elves I would suggest Vivec or Indoril Nerevar
Keirgo of Anequina and Eshita of Pellitine were the two monarchs of the Khajit that married to form modern Elsweyr
On Argonians however you find almost no notable names to use as a leader! Certainly not Dreekus, it would seem that the HIst serve both as religious center and leaders seeing as they are sentient trees related to the argonians, the only other politcal body being the An-Xileel. I would suggest replacing the An-Xileel imporved building with something like Hist Sap or Argonian Guerrila fighters that they are so well known for being
Haymon Camoran is a good choice to remain as leader of the Bosmer.
For the Dwemer I would suggest King Dumac who together with Indoril Nerevar, they formed the First Council, an alliance of Chimer and Dwemer, against the Nordic threat. They were successful in stopping the Nordic Invasion.
Now I will be completely honest in saying that I do not thin kOblivion is a good choice as one of the Factions in this mod, considering that Oblivion is comprised of numerous planes and each ruled by a seperate god. The term Daedra is used not to describe one race but a whole number of races therin. Its like using the word Humans to describe a whole faction. I would suggest Falmer as a sutable replacement whether to use their original form or their corrupted deevolved form as a template I would leave up to you, thoguh I would suggest the Snow Prince as the leader
That is all for now but I will return with more suggestions ranging from Religion to Wonders. I hope you take my words into consideration
I especially like the idea of removing Oblivion and replacing them with the Snow Elves or Falmer. There were two main reasons I chose Oblivion to begin with......1. I needed another "war machine" civ to counterbalance the Redguard especially and 2. Even though they are separate planes with separate Daedra, they had numerous "city" names to choose from.
The snow elves/falmer on the other hand have a lot of shared names with Skyrim and the Dwemer (they inhabited Skyrim before the Nords took over, and of course, they were then "enslaved" by the Dwemer)......so city name would be a problem.....
And I'm not sure what's going on with the barbarians, last time I played I did notice a substantial increase in barbarian activity, Raging Barbarians are NOT selected in the Map Scenario data, and I did NOT place them manually on the map, they should be handled and "dispensed" normally by the game......I will look into it though
EDIT: Also with the City-States, I need to keep an even balance of Militaristic, Cultured, Maritime, Religous, and Mercantile city states (Currently we have Yokuda, Akavir, House Redoran, Fighter's Guild, and the Companions) I would be comfortable with dropping the companions for the Dawnguard, but I'm not so sure about replacing anyone with Castle Volkihar....
Btw, Idk if you have it but you could replace Yokuda (which I think is a mercantile state ) with Raven Rock from Solsthiem/Skyrim.
Also another idea for a civi that could replace oblivion that could be a great military civ that is acutally from Mundus! Ayleids! Or heart land elves. You could use all the ruin names from Oblivion and Umaril the Unfeathered as their leader! (knights of the nine ; ) )
I will continue my work to help you strengthen this mod to it's full potential!
Next, I agree with removing Oblivion. Either the Ayleids or the Snow Elves could work. Another possibility might be the Akaviiri - although I realise that they came from a different continent originally.
I think Ysgramor for Skyrim is a definite yes. Tiber Septim for Cyrodiil. The current choices for Orsinium, the Summerset Isles, Valenwood, and High Rock are all good. The female redguard looks awesome, but if we don't know who she is, well perhaps Cyrus remains the best candidate.
Indoril Nerevar for Morrowind. For Elseweyr, could you do it as a joint thing and have co-rulers Eshita and Keirgo? Otherwise, either would work fine. Argonia, perhaps the An-Xileel. King Dumac for Dwemereth.

I will definitely look into the barbarian problem, but I have no idea what's causing it, so I can't promise anything.
Akaviri added to the vote..........If we can't find out who the Female Redguard is, we could possibly create an identity for her for this mod? (that'd be cool)............Co-Leaders for Elsweyr added to the vote.

On the other hand, much is known about Haymon Camoran and the Camoran Dynasty that at the peak of its power, Camoran controlled the Western half of the continent of Tamriel, controlling most of Cyrodiil, Hammerfell, and High Rock (in addition to of course Valenwood). His weakening of the Empire fueled local leaders' patriotism and separtism from the Empire. He rampaged from 3E 249 until his death at the Battle of Firewaves in 3E 267. It was then that Camoran Kaltos, whom Haymon had previously betrayed, joined forces with High Rock to create the strongest Navy in the history of Nirn to defeat Haymon's forces.

Morrowind - GOTTA go with the Hlaalu! Sorry Nerevar...I really am, forgive me...but I have to be loyal to my house.
Argonia - Dreekius. The An-Xileel are Thalmor puppets.
Valenwood - Haymon, because if there is such a thing as a badass bosmer, it's him.
Orsinium/Alinor/Dwermer - no real preferencebecause I just don't know enough about them, sorry. :P
Obilvion - I really really like the idea of Oblivion, and while Umaril would be fun, I think I like the idea of the Snow Elves best. Especially in light of having the Dwermer - the Snow Elves are their contemporaries.

Skyrim- Ysgramor. He is easily the most influencial Nord.
Cyrodiil- Tiber Septim. Another easy one.
High Rock- King Emeric. Only real choice and most reconizable breton.
Summerset Isle- Queen Ayrenn.
Orisinium- Gortwog gro-Nagorm.
Hammerfell- Cyrus. Especially because it doesn't make sense to choose a character that we don't know their name.
Morrowind- Indoril Nerevar or Vivec. These two are were much more influencial and important to Dunmer culture and history than Hlaalu Helseth.
Elsweyr- Keirgo of Anequina or Mane. Only because choosing two would feel weird, so chose keirgo because he tried to contact the empire. Also Mane, because it is the name of the leader of Elsweyr.
Argonia- An-Xileel. A bartender makes Argonia sound like a joke. I would recommend finding a way to put a face on the An-Xileel either by using a made up character or as a council.
Valenwood- Haymon Camoran.
Dwemereth- King Dumac. Even though Kagrenac was important, King Dumac was the king and was important in the War of the First Council.
Oblivion's fate- Keep oblivion or Replace Oblivion with the Ayleids. Falmer and Snow Elves would make Skyrim area too crowded. At least Ayleids could be worked with.
Unnamed redguard- Akorithi. Is an actual redguard name in elder scroll lore. Michonne is not.

Since the Ayleids look like they will be the clear winner, I have already put together a leader screen, an icon for the civilization, and a unique unit - the Auroran (thanks veratech_01 for the suggestion!)! Still have to come up with one more unique (either unit or building) for them though. And yes, I completely agree that the Snow Elves would do nothing but crowd north Tamriel again, the Ayleids will likely be placed off the eastern coast of the Niben bay (just southwest of the Imperial city). So that should help out in that massive expanse between Argonia and Morrowind, while staying true to the location of the last great capital of the Ayleid Empire.
