It IS possible to modify HL2 weapons.
It's very simple. All you need is a few commands.

Damage: sk_plr_dmg_WEAPON value
NPC damage: sk_npc_dmg_WEAPON value

Max reserve: sk_max_WEAPON value

Go check the weapon script for more values, which are only modifiable by hand.
