I'm thinking that the Dust Refinery maybe shouldn't have a decreased army build cost....kinda makes the increased costs for the special armies redundant, but I like the idea of a planet with Dust as an army building centre...hhhmmmmm what to do

I think its fine except the building cost reduction and army build speed reduction
