I don't know if this is in conjuction with this mod but there is an issue where I start the game and I get a blank event that gives me several influence of different governments as South Africa

I'll have a look at this. I might be breaking the localisation somehow - maybe I forgot a namespace.

Tested. This is not caused by either this mod or the Global Balance Tweaks Mod.
