They will probably update MvM eveuntally. It's just that they are so few on the team that are programmers and it doesn't help that their are way more important things that needs to be taken care of right now - which most likely leaves MvM at the bottom of the priority list.

TF2 itself is at the bottom of the priority list. If it requires effort, it's at the bottom of the list.

It's really just Valve's hiring policies - compared to other companies, they are very small especially for owning Steam and Dota, CS and TF compared to other companies. But yeah in the end - TF2 is almost 10 years old. I don't think the game will die - but it's gonna keep declining if they don't fix stuff up.
