Right to Rule and Navigation
Does right to rule matter in this mod? (as far as needing a certain amount before being able to found your own Kingdom?)

Also, an unrelated question, my navigation is capped at 4 (number of ships you can have)? It will not let me put more points into it? Is this part of this mod, or is it a bug, or am I missing something (I think it is red)?
