Here's my idea:

On close range hit: Drains 40% ammo
On close range hit: Drains 60% cloak and removes disguise
On close range hit: Deals bonus damage based on target's overheal
On close range hit: Forces target to switch weapons
On close range hit: 100% chance to slow target
95% clip size penalty
97% secondary ammo penalty
40% slower reload speed
No ammo from dispensers, period.
80% damage penalty beyond close range

+can upgrade buildings from a range
+shooting someone will make them recieve mini-crits from sentries

That's a bit harsh, at leasta couple more pros

I like the idea of removing sappers, so i though of this:

Can instantly remove sappers from a distance and make them sapper-proof for seconds

has 1 ammo, 4 reserve ammo (I liked that idea)

Uses 50 ammo

takes 10 seconds to recharge

does no damage
