(Maybe it suffices to disable and enable the mod, but I did not test that).
I doubt that would suffice, the mod is probably already loaded in.
It makes sense you'd have to reload the mod/game.
Then you don't have Civ 6 installed, or any Civ 6 mods installed, one of those.
I think I misread.
Just loading a saved game in the Vanilla or Rise and Fall ruleset will not load any mods that don't affect saved games.
By adding the line that makes it not affect saved games, you are making so it only works with the Gathering Storm ruleset.
The exception is when you first start a game with the other rulesets. It will load then, but not when you load a save of said game.
Terrible bug.

Basically somehow steam was saving my workshop mods in the second drive which I'm basically not using
This PC --> Local Disk (E:) --> SteamLibrary --> steamapps --> workshop ---> content --> 289070
