Not sure, but, I think it's totally fine like this, since direct hits deal more damage then splash damage
so if you're trying to abuse this mechanic, here's the bad results :
detonating the rockets too early -> you completly miss your shot
detonating your rockets all the time -> All your traps are gone
detonating the rockets in your face -> you're an idiot
So i think it's alright like that
(+)35% more push force
(+)50% more max primary ammo
(+)25% larger magazine size
(-)30% damage penalty
(-)25% slower projectile speed
A support rocket launcher for clearing out areas and displacing entrenched enemies. Could have a custom explosion consisting of mashed potatoes and compressed air.
As cool as bigger explosion radius sounds, I think the best weapon for that is the beggar's bazooka. it fires 3 explosives, without accuracy, but still huge. it's almost the same in concept as your idea
if you haven't tried it yet, it's pretty fun, and while it's got a lot of getting used to, the conch can turn it into the messiest close range weapon that doesn't scare anyone, until they're dead

-20% damage on direct hit
