Any word on the progress of this mod being updated to b19?

Hello Formal--at the moment, we're waiting on CE to be updated to 1.0 to update this patch. NoImageAvailable, the main dev for CE, decided against updating Combat Extended for B19, reasoning that it would be duplicating work since the 1.0 release would to happening soon.

The 1.0 version of CE is in the works. We'll have this patch up and running as soon as possible once it's released.
