Playing as England And France ?

so everything is good execpt one thing

Still have the new units even when Im not subscribed to the unit pack

Should new units replace old ones?

So, I'm a bit confused: Am I supposed to be able to build vanilla units? Because there is an "Azure Dragon Force" and "Azure Dragon Infantry" with almost the same but different abilities. It would also explain why everyone can build "Tosa Riflemen".
