Special NPC quests conditions

I got 3 out of 6 special NPCs (The Dirty Deed, Mother of Inventions and the Stranger), I know how to get the Master Angler and I know that I have to wait for my heir to be 14 for the Maiden of the North to show up, but I can't find the conditions to trigger the "Lost" quest anywhere, is there any knowledge about it?
Also, if I failed the Master Angler quest, is it possible for it to come back?

If I remember correctly, the Lost quest is a random one you get from your wife when your son is still very young (i forgot the exact age range).

With all of them, if you accept the quest but fail them, you will never get the quest again. So be careful.

If you never accept the quest or you never get the quest offered (since it's a bit random), you do have a chance to get it offered again when you play your heir(s).

Thanks for the quick answer! Losing the Master Angler doesn't feel like a huge deal to me, but losing quests permanently is a bit of a weird mechanic.
