Rapporter et problem med oversettelse
I could see Steam trying to run installation of DX but it seemed like it was failing despite that it did not report any errors. I tried to install the DX redistributable manually, but installation was also failing, however I was getting some error message this time. That lead me to discover DXerror.log, which was showing that there was some system dll missing, apparently, W11 Pro N does not have some media codecs and installing them from optional updates settings did not seem to help.
Rather than trying to figure out what exactly it needed to update it was simply easier to install W11 Pro from scratch since it was a new PC anyway.
