When I try to start the game directly from the steamapps folder, it produces a popup titled System Error that says something like "ResampleDmo.DLL was not found".

Resolved the issue. The problem was using W11 Pro N. The N version does not contain a number of media codecs and for some reason DX cannot be installed on it. Reinstalled windows with the regular Pro version, the game worked out of the box after being installed in Steam.

I'm glad you figured it out. Usually Steam itself installs everything that is needed to run the game. The developer only specifies the required distributions in the options. And on Windows 11 everything should work just as well as on Windows 10

I could see Steam trying to run installation of DX but it seemed like it was failing despite that it did not report any errors. I tried to install the DX redistributable manually, but installation was also failing, however I was getting some error message this time. That lead me to discover DXerror.log, which was showing that there was some system dll missing, apparently, W11 Pro N does not have some media codecs and installing them from optional updates settings did not seem to help.

Rather than trying to figure out what exactly it needed to update it was simply easier to install W11 Pro from scratch since it was a new PC anyway.
