Strength and Focus combination will net you the most damage even for Weapons that carry Fire or Electric damage.
Invest the Blitz-skill Passives that operate with Weapon Attacks for the Weapon Build.
150 Dexterity will help with Critical Chances. Boris the Stat Enchanter will help to get end game numbers with hundreds for every Stat.

The game provides 495 Stat Points total from 99 level-ups.
You may want to consider 2 Strength and 2 Focus with 1 Dexterity.
Boris the Stat Enchanter for everything else end game.
This will serve the player well until the very rare and powerful legendary red weapons can be randomly attained. One of the 2-handed legendary Greathammers (the one with high ice damage) being particularly powerful. The legendary Greatswords are also good.
Boris can be more easily found in certain maps like Crow's Pass (and other areas) hence these locations can be re-rolled to try and spawn him as his chances are higher in some maps (at least in the sense that he may not have to compete with too many other Enchanters spawning).

One of the commenters did note that if Boris isn't appearing often in Act_01 Crow's Pass then to look for Boris in Tarroch's Rift within Act_02 Ossean Wastes.

I've tried Vellinque Skulls (+200 Physical Damage Skull) in the Weapon and also compared the damage output against Rambren with Whorlbarb (60% damage and 10% chance Critical Skulls).
Rambren and Whorlbarb will provide more damage per second.
1000 Strength is where Critical Damage caps as a Stat provider hence the final 99% damage will have to be filled from items like Rambren.
One of the better ways to raise the Weapon's overall damage is to Enchant it with an Elemental Enchanter randomly placing direct damage. Strength and Focus will help to raise the Weapon's damage in that case. There's a guaranteed randomly located Poison Enchanter in the overworld Salt Barrens of Act_02.

I'll post the item info here with a guide that lists all the skulls (and their affixes) in one of it's chapters:
. Level 55 Skulls of Limony will raise All Damage Taken Reduction by 5% per Skull.
. Level 73 Skulls of Riechliu will raise Max Health by +1540 per Skull.
. Level 75 Rambren Skull +60% bonus to Critical Damage
. Level 88 Skull of Whorlbarb +10% Critical Hit Chance
If you're going to use the Weapon directly to attack then it's recommended to find the special Npc named Claptrap hidden on top of a wall path in the Middenmine boss fight room in Act_03. There's a 50% chance he'll give an item that will reduce Fumble Chance.

Attacking with a Weapon directly usually benefits greatly from Strength builds yet mixing Focus will also empower any "Item Skills" like Glacial Strike and Acid Rain that will improve combat efficiency.
Passive-skills are all-important for Weapon builds:
Embermage Brands activate (1 second cool-down each) when a matching elemental Status is struck on targets and this works well with Weapon combat.
Outlander is comparable to Berserker in terms of Weapon-available Passives with Active skills like Bramble Wall that can be destroyed to activate Item Skills.
Only Engineer and Berserker carry a native 25% Damage Reduction hence Embermage and Outlander require more Skulls to be safe from heavy strikes.
Embermage has plenty of strong Actives to choose from and has good synergies between it's Frost and Storm trees to support clearing crowds when needed.
Embermage's Thunder Locus (Focus damage) is probably the most independent Active skill support for a Weapon build since it requires little upkeep and has a long duration on the field even clearing enemy spawns before they arrive.
Outlander is surprisingly strong on crowd control especially with the Blind chance from Shotgonne Mastery. Dual Wielding pistols won't net much damage however can max Execution chance easily hence support activating Item Skills.
Outlander can also just Venom Hail crowds for massive damage without any denial from obstacles and is easier to wield than Engineer's Fusilade (multi-missile skill).
Outlander also has plenty of projectile skills for "line of sight" combat.
Overall; it really depends on what Class style you prefer most. Both are Weapon capable.
