Report a translation problem
-Right click your desktop and click display settings
-Under Scaling and Layout make sure it says 100%
-Launch the game and see if the problem is fixed
Go back to where you seen the scaling. Under the scaling you will see your display resolution. You said you are using the recommended setting, what resolution is that?
Go to:
C:\Users\<YourUsername>\AppData\Roaming\The Creative Assembly\Rome2\scripts
Do you see a file called preferences.script.txt here?
If you don't see this file then that might be the cause of the issue. If you do see it then open it in notepad.
Look for these lines and make sure they match the resolution of your display:
x_res 3840;
y_res 2160;
If you had to edit the file to change the resolution then save it and launch the game and test if the issue has gone away.
If the issue still persists, open that same file and look for this line:
gfx_fullscreen true;
If your file says true then change it to false. If it says false then change it to true. Save the file and test the game after you made the change.
If the issue still persists, open that same file and make sure all these lines are the same:
gfx_fullscreen true;
fix_res true;
fix_window_pos true;
If you had to edit then save the file and test the changes to see if it fixed the issue.
This file also tells you what GPU the game is using. Make sure it's using the correct GPU.
--If that don't work--
Find Rome 2 in your Steam library, right click it, go to manage and then browse local files.
Find Rome2.exe, right click it, and click properties.
In the properties window click the Comparability tab. Then click Change high DPI settings.
Check both boxes. Then click ok. Then click apply.
Launch the game once. Test it. If it didn't work launch the game a second time, sometimes Windows needs the app to open and then relaunch to apply the DPI changes we made. If it still didn't work then undo these DPI changes we just made by unchecking the boxes.
Now try setting compatibility mode for windows 8 and check the box to run as administrator. Then click apply. Launch and test the game. If this don't work then you can undo these changes as well.

Are you using DSR or VSR to render the game at a higher resolution than your native resolution? If so, disable that and test the game.
You can try deleting the launcher folder. It worked for a couple people in Warhammer a few days ago.
C:\Users\<YourUsername>\AppData\Roaming\The Creative Assembly\Launcher
Back it up before you delete it, just in case it don't work and you want to restore it.

If i connect a mouse it work i can click...
i tried the proposed solution, no way, touchpad still not work for Rome and Attila... (Medieval 2 work perfect) what a strange bug!
If anyone have a fix, i'm interessed
That was a good idea. I tried uninstalling the latest quality update (KB2277602), but it didn't work.
I am unable to click anything in Rome Total War II and Attila. Neither in the money nor in the game itself.
