It's not an issue of mapping, you can hit the Steam button on the controller and go to the mapping
settings and see that everything is pre-mapped. It's just that absolutely no inputs reach the game itself.

I've got the very same issue with the 2020 model GU65TU8079UXZG.
If I connect an Xbox 360 controller via USB when connected to Steam it works fine.

Funny thing: When I open the TVs options with the
remote the menu becomes unresponsive and the TV seems to get flooded with inputs. I need to disconnect the controller to regain control of the TV then.
I've tried this with two different Xbox 360

controller (which should work the same since they are both X-Input) and hasn't run into an issue yet.

You can leave the dongle connected to your PC, if its close enough that it works.

Regarding your specific issue I would recommend ensuring that 1) your controller is setup in controller mode in Big Picture (not k+b) and then 2) check in Retroarch to see what it's listing under settings
> driver > input. It needs to be set to either xinput or winxinput.

There are huge array of bugs in steam big picture
favourite controller like expected.

It is surprising what we can fix ourselves if we configure Steam Input for our controllers.

I have found a quick fix to the problem. When I go into retroarch while ingame and switch the controller input for controllers 3 and 4 from retropad to retropad w/ analog
