I am assuming your TV is on and the correct HDMI input is selected. If you are expecting the Link to also wake the TV that could be a different issue with your CEC settings on TV.
I can wake my Link with a wired xbox 360 controller, I usually hit several buttons. It takes about 15-20 seconds to wake the Link but it does work.

What type xbox controller are you using? If it

controllers so they are just seen as Xinput devices? Possibly with a button combo or from a menu in steam/BPM. Having them register as Direct input devices makes using emulators virtually impossible.

It's looking like maybe its an issue with that crappy Crew game. DA: Inquisition seems to be working now and I was able to get video for Dark Alliance on Dolphin as well. Im still not able to

sure what's causing it. The controller works fine when not using steam link, and also is fine in game so it does look like some sort of steam link issue.

Bumping this as I've now run into a new issue: The R2 button velocity now seems to be inverted. If I go to test the layout on the steam link, as soon as I press the R2 button it will show the R2
permanently pressed, unless I press it. If I launch steam through my computer, and check the inputs there, I can see that R2 is always at it's highest value when unpressed, and then drops to 0 when pressed

Honestly, I think this an xbox/ms issue not a steam issue. Finally bought a One S (1708) controller so I didn't have to drag a 20' cord across the room (I prefer xbox for shooters, PS for
