At what point in the game are you/what options do you have available to you? What's your current level and what kind of gear do you have?

There are some guides here that can help you with that:
- This one is a pretty extensive guide that covers most gameplay aspects along with some key points/recommendations along the way
- This and this cover a specific early map(s) that are pretty good early on until the end of the main game (and by then you should have access to better maps and more options at your disposal)

Ah, you are a lot farther than I thought. By this point you should be able to grind on Cave of Ordeals 4 (to unlock/pass the original bill, you just need 700 Mana, if you haven't already). In order to optimize your grinding, I highly recommend you to recruit Zetta (the "Meet the Strongest Overlord" bill costs 3000 Mana and requires you to beat 10+ Dark World maps. After you beat the stage, you can get him by passing the bill with Adell as a senator) and venture a little on the item world until you can find Mao to give Zetta Magichange2.

For more details on how to clear CoO4 efficiently, check this guide[gamefaqs.gamespot.com] (search for the "PWRLVL-0" section). You don't need everything the guide mentions to start off, it's just to give you an idea of the process.

By 18%, you mean the approval rate? You can get most senators to love you if you spend an hour or so bribing them with cheap items (and even then, you don't need to spend that long if you focus on the important ones - Wood Golems first, then Mothmen and, if you really want to, Pettit Orcs, and when you have enough of them on your side, pass the bill with Adell to double their voting influence). Use a cheap bill like requesting funds or one of Adell's bills as a senator and exit/cancel the bill when you run out of items to save on mana and time.

And even if you don't want to go that far, you can always just savescum (18% isn't that bad) or pass the bill by force.

i do subponeas and i have 18 felonies now, with the felonies is most easy to have more than 18% right?.
Because now i have 20 or 23 %

While felonies do help, but they are pretty annoying and kinda slow to farm, so I wouldn't worry too much about them (at least regarding passing bills).
