I can't help with cheat engine since I've never used it, but since you're so far in it, maybe try completing it the normal way? Axel mode has 2 DW maps (1-4 and 3-4) that you can exploit with relative ease - there are at least 2 guides here that cover them specifically:

While you're at it, it might be worth trying to get a legendary rank 39 weapon in one of these stages.

Sorry to ask, but did you follow the steps properly? The enemies shouldn't be able to do anything at all if you do it right.

You have to clear 1-1 first...

I think I'm missunderstanding something... I thought there were only 2 stages left for you to complete Axel mode? Or did you meant that you were on the 2nd stage?

If you mean that you have to beat DW 1-1 first, you don't. You can unlock and do them out of order afaik.

The Shadow Lady said I needed to beat 1-1

and yeah there were just two stages left, the Orphanage, and the Finale

I'm on mobile now, so I can't test it, but I'm pretty sure you can unlock and beat any DW in any order (at least it's that way on Adell mode). Give it a try, shouldn't take much of your time.
