doubt that, its one of the best and easiest ways to level your profile, sure dont want to buy them off the market...

wonder how many games they expect one to buy to acquire them.

There have been sales without cards before, doesn't say anything. Could even be possible that they now only do it with the Winter sale, for example.

That doesn't mean it's worth the effort/resources/time/etc for a company.

People always seem to forget that companies have very different preferences/priorities/interests.

Some people like to put value into something worthless. For the actual why you should ask those people, but usually it's related to self-worth and mattering.
