The only reasons I can think of would be the game is so poorly designed that things like online leaderboard rankings or items or something are stored locally, or the developer is storing like personal information in a safe file.

Same reason some games lock you out completely if you don't log in on the web, even if you're just playing a normal single player game.

You should not even be asking about Resident Evil 4. Who is that made by already? Yeah.
Maybe they want people to actually play the game and not use other peoples hard work to cheese through the game?
I mean, why buy a game when the only thing you are going to do is use someone else's save file and skip all the hard work?

If all you are going to do is skip the whole game by using someone else's save, what is the point of even getting the game to begin with?
The whole gaming scene is going bonkers.. Locking saves to a steam account now, whats next banning you if you save?

Locking saves to an account is nothing new.
Both PlayStation and Xbox console do it too.

How can Steam allow it? How about it's none of their ♥♥♥♥♥♥♥ business to manage the save feature of a game they do not own.

People seem to really overestimate Valve's ability and willingness to control PC gaming.

I mean, the devs didn't accidentally include it. They clearly want a specific 'game experience'.
