If not, you can try to create a general ticket and explain the situation there. Any category should suffice, as long as it goes through and creates the ticket.
EDIT: Finally managed to get a ticket in.
I started a game, went to the steam overlay and clicked on the cloud icon. There I chose the latest cloud data, which was local and from last year's December no less. Once I did that, all of my notes, the ones after December and those before the issue started, reappeared all at once.

Item servers are under heavy load, which may affect the following:
Viewing Inventories.
Buying, listing, or viewing items on the Community Market.
Trading items.
If you have recently listed an item on the Community Market and it is not visible in your Active Listings please remain patient; this will resolve itself once the servers catch up. Unfortunately, we have no way of resolving item delays at Steam Support and we can only recommend you wait and try again later.
We appreciate your patience while this is looked into, but because we have no way of solving this I am closing this ticket. If you have an unrelated issue feel free to open a new help request.
