Support will sometimes lift the restriction. But only once for any given account, and if you immediately use it to gift to someone else, the lock is reapplied right then.
Excessive usage of wallet credit with schemes to attempt to convert it back to real money, i.e. offering purchase services for a reduced price ("You give real $$$ I buy game X with wallet $$$ for you"), can be seen as money laundering attempts.
Contact support if you can't use a different payment method. They may lift the restriction, but if they refuse to lift the restriction, their say is final.
If they refuse to lift the restriction, you have to use an external payment method (i.e. credit card) to gift to a friend, but can still use your wallet balance for your own purposes.
