and as you can expect with that amount of forums and posts being made everyday, there are also tons of reports, both valid and false reports.
not to mention people don't work 24/7, and as Pckirk say, they're not just browsing the forums to find things that are breaking the rules, that would take an enormous amount of time and resources to do.
They check posts and threads that are reported only.
since the forums are still part of steam and hosted by valve. Valve can still be accountable for what is written and posted on the forums.. so they still have to moderate it themself.
LOL. They'd need twice the number of people they already employ. Just for moderating.

I'm not saying that moderators aren't there since I have over +50 pages of "thank you for[...]" but sometimes some contents that break rules stay for a long time, of course devellopers should get some moderators to manage their own page.
