At least Steam is fair across the board. They do not seem to pick and choose who to enforce rules on. Aside from the prior example, setting up outside Steam for in game purchases was something I had read against the terms as well. Maybe they changed it, as I have not read the terms in about a year.
I love to support Indie developers, but it is sometimes difficult to judge who is a real indie developer and who is doing spam game releases that they will never pursue. I am stoked to have found a brilliant game called Sir Whoopass. Definitely an indie developer worth supporting, in my opinion.
