If you did get a response. did you leave the game exe running? That's what Steam bases it's decision on, not how long you physically played the game. If the library page shows more than 2 hours that's why it was rejected.
If the second scenario is the case then raise a manual ticket by using the I have a question option and state what happened.
Is your ticket still open?
Just wait for a reply from Steam Support. Don't close your ticket.
Then just wait? They did not refuse anything, they just did not come around to your ticket yet.
It can take up to 1-2 days for a response.
Also, did you recently change your Steam password? That adds 72 hours to all Support requests for a while as a security measurement, that includes refund requests.
So they would not even see your ticket before 3 days are past.
What? The 72 hours cooldown before tickets are worked on if you recently changed your password?
Thats very real to prevent scammers who took over your account and changed your password to refund your games or delete your account.
