They are free to play on any server they want so long as the game is being sold on the SteamChina version of the Steam client.

If every account had to have a ID bound to the account, people would have a much harder time to cheat. (Yes, id theft works, but that is a crime in most of the world)
Since cheats today are so sofisticated that you can only catch cheaters if they mess up while playing (Human errors), we need another way to keep cheaters out.
I hate chinese cheaters, that doesnt include the entire chinese people

Someone beating you does not mean they are cheating

If someone is beating you, it doesn't mean they are cheating.
