Steam support only works on Support Tickets
Steam Moderators only work on reported events.

Report the player via their profile page and provide the detailed info. Send and move on.

That is all you can do.

Chinese users are only required by Chinese law to use the SteamChina version of the client, this does not mean they are forced to use Chinese only servers.
They are free to play on any server they want so long as the game is being sold on the SteamChina version of the Steam client.

If there's a law like that, it'd be oddly specific. AS:RD is not available on Steam China and yet it has a majority Chinese playerbase. Plenty of people in China use a VPN to access the wider internet.

And to clarify, I do not hate chinese people. It doesnt matter where you are from, but there are ALOT of very sus accounts on steam that are from China or pretends to be from China to create prejudice and hate.

If every account had to have a ID bound to the account, people would have a much harder time to cheat. (Yes, id theft works, but that is a crime in most of the world)

Since cheats today are so sofisticated that you can only catch cheaters if they mess up while playing (Human errors), we need another way to keep cheaters out.

There are a lot of people in China. And most of those people hate cheating just as much as you do. Banning entire countries won't help you stop a small group of people who are already willing to break rules from playing the games.

If someone is beating you, it doesn't mean they are cheating.

There are a lot of non-Chinese people spreading prejudice and hate.

Report them to the chinese government
It is your duty to keep china away from the normal world

It is your job to report them. Best of luck, blocked, etc.
