Valve does peruse this forum. They won't post here though.
What is or is not chosen to be added is basically down to if one or more employees decides they like the idea and add it to their list of stuff to do. Then, it may sit on the to do list forever or be implemented at some point.
That said, being able to set the options for the X to actually close steam as is often an option in other programs is a pretty common suggestion. I'd like it to be that way myself but one extra click to close it isn't that bad. It hasn't happened yet but maybe someday.
currently, whether steams up on screen or closed, i mostly just right click steam icon and click exit, as its an option in settings (among many others you can add to it) , that you can have shown in the right click context menu, for the steam icon.

if something like this was implemented, i would hope that it doesnt remove the ability to close it and not have it sitting on the task bar, but still only being in said "hidden icons" section on the task bar.
