So, they don't really need to buy double of space just now, because it won't be used.
They don't have your space limited in a hard drive just for you, they just have Hard Drives where they store data. Having a 20% of the "promised" space to all users is enough, as not all the users would need all the space at once.
This thread is so old, Valve had since increased it to roughly 20GB for non-limited accounts ages ago.
