Only if you don't progress the story. But actually I think you always start with implants.
Actually yeah, any character you create will have some level of bionic implants.

You start with some eyes, a cyberdeck and a thing in your hand which can't be avoided, but other than that you can technically not add anything more.

This is a good criticism. Although, there are some augments that V canonically has and you cannot get rid of them. For example, they have no actual face. In the Cyberpunk world, a common surgery effectively removes the entire front of the face and puts in a docking bay for a "face plate", and adds a brain-tech interface that lets the brain read data chips. It's like putting USB chips in your brain, and it's apparently pretty dangerous. There's also a few ripperdocs that perform without anesthesia as they do their surgeries, such as the one that operates on David and implants his Sandevistan, which appears to be a prosthetic spine that either binds to or replaces the existing spine.

you can, but you must play for some time and then when you get an offer from a secret agent to betray the AI or not, you betray the AI and basically give in to the new president, and they'll remove all your implants. You can then play a washed-down version of missions, where you can use basic weapons and drive around and buy houses.
