What happens to your Steam account after you die?
I would assume someone's family/friend would take control and debate if they'll delete it or keep it. I mean a good example would be the Gmod map creator Fartomacamatron (Don't think I spelled his user right), he died yet his brother kept his account up

You assume incorrectly. The Library in your Steam account is nothing but a collection of EULAs between you and various developers. When you die, those licenses are not transferrable to next of kin because they are legal contracts specifically between you and a company.
