I guess now I know how it feels to be one of those bullied kids in school, who once the bullies leave alone starts to miss the attention. They just got bored of me I guess. Feels bad.

ya know, like the issue with steam overlay that literally soft-locks my PC that's existed for months that they say is a "known issue with no current fix"?

Must remember that the forums are not the only thing on Steam that need to be moderated. There is also every other piece of user-generated content - guides, avatars, groups, profiles, etc.
Setting aside the forums it's in any company's interest to have moderation when users can upload things. Don't really want people uploading illegal content onto your website unless you want to risk getting into trouble and scaring other customers away.
I am sure they also have the budget to spare for the moderation, but they also probably pay the bare minimum for it.
like they say, you can fool most of the people some of the time or you can fool some of the people most of the time... but you can't fool all of the people all of the time.
