Try compile directly without crowbar

There's rule for BrowInV_DownL flex described in qc, but model doesn't have such flex.

Judging by name, you try to mess with HWM model, which Crowbar cannot properly decompile yet. I suggest installing SourceIO addon for blender which may have better luck. And you need to learn about .dmx format and HWM face animating.
