As for 2.5 (which would be 2.1 under the 2013 SDK) unfortunate to have to mention, the current status of the mod ported into the 2013 SDK has numerous bugs (around 56 total) that were introduced through the port--this was fully expected, of course and, in fact, was surprising that it was not more from the playtesting.
To be perfectly frank, none of the coders who have viewed the project in its current state wish to do nothing but fix bugs. I cannot blame them and I am unable to fix them myself. This has been the state of the mod for over 6 months now and I see no way out until a coder who is truly familiar with the 2013 SDK steps in to help, which is the "common shout out" of every game development, I suppose.
What you are proposing in the development is precisely what we mapped out in our development; release 2.5 as a free-to-play, on Steam, and fix bugs delivered through Steam until the mod is fully back to the glory of 2.1 along with the benefits of the 2013 SDK.
In the end, as of now, I am simply unable to attract talent.
We did try out an installer that was downloaded through Steam which, in turn, installed the mod just as would be downloaded from the website but it was messy. For instance, there was no way to uninstall the game via Steam and it required two (2) Steam IDs, one for the installer and one for the game assets data. We weren't sure if Valve would even allow that but we were given another ID for the installer, so it probably would have passed.
I should also mention that it is important (yet not a make or break situation) that we are able to support an integration of all of the achievements we have setup for the game.
We could port the mod to the Source SDK 2007 but that would require a new, full porting of the game and along with the resulting bug fixes which has already been accomplished under the 2013 SDK.
I have finally come to terms with being unable to attract talented coders to perform the task. Until we are able to find a coder who is interested in: a) fixing the bugs in our 2013 SDK port or b) a fresh port into the 2007 SDK or c) building the game from scratch in either the 2007 or 2013 SDK, the project will be indefinitely put on hold.

Appreciate the post and I will check our application form to see if anyone else has considered helping out. We have everything "in stasis" via our repository so as soon as someone is willing to get serious about development, we can start right where we left off with the port & the Steamworks setup we have...
