For your idea, the filenames would have to be consistent as well, and that might cause issues if the orignal filenames are used, and multiple addons have the same name.
The vpk on all third party websites is named: helms_dr18
and the vpk from the Steam Workshop is named: 121068229
The only difference between these 2 vpk files is the name of the vpk, the content in them is exactly the same. The one from the Steam Workshop was basically copied, renamed to helms_dr18 and then uploaded to third party websites.
To fix the consistency error(?): The name of the vpk file on all third party websites needs to be renamed back to 121068229. But then as you say the directory name needs to be the same - but can't people that download the vpk from third party websites install the vpk by placing it in the workshop subfolder instead of the addons folder? Wouldn't that do the trick?

I keep getting this error almost everytime i'm trying to join a server. It works 100% when I host my own local server but then I must also use the console command "sv_consistency 0" to make sure that other players can join so they don't receive the error.
What exactly did you test?:

Edit: I tried to test with Helms Deep, but I'm just getting the "Map_LoadModelGuts: Map with no texinfo" whenever I connect to the server.
I got the same problem with my survival map ....
I think this is one of the reasons why people don't like to use the workshop to get maps + the search engine .
