I disagree. Indeed, order and security will have been thrown to the wind in a zombie apocalypse, but I'd highly doubt the epitome of a perfect example would become manifested into that of murder and rape in every scenario. Not all people would (realistically) devolve into that, but I don't doubt some would.
There are many variables to refer to here. What type of zombie apocalypse are these characters going through? In L4D lore, there aren't any zombies at all, they're merely infected/mutated individuals from an airborne virus spread from person to person (this being the reason for why the chopper pilot always dies in-game, as YOU infect him). In TLOU, infected individuals are rudimentarily kept away by the military forces, as they've disbanded the government to take control of the situation.
Bandit groups, lone wolves, the classic "closely-knit survivor group", and other such organizations can come of it.
Heck, even cannibals. People can certainly change in life/death situations.
