Finally, the video's settings. My suggestion is to render the video at 15FPS rather than 25 or 30, for a more authentic look. You should also edit the motion blur settings so that everything doesn't look needlessly blurry, only in scenes where the camera is focusing on someone or scenes with rapid movements, like smears and chases.
The graph editor is extremely easy to use, and by completely eliminating motion-blur, you can achieve the "stop-motion" look that you'd like.
