what? u mean particles?

if you mean particles then yes, is possible using the particle editor... or if you want something quick or you dont want to learn how to do particles then take a look at these snow particles i made a while ago:

typing fogui in the console should bring up the for user interface (clever eh?) and with that u should be able to set the color the distance at which it fades and the distance at which it starts!
if u dont find the console just go to "windows" and click on console (it should be there)

the file is "monocle_whiskers.vmt" located in "tf\materials\models\player\items\pyro" and not what u are showing... try adding $ambientocclusion 0 without the capital letter!

dots... they are custom particles... Zach (the creator of Bad Medicine and the founder of this group) made a tutorial on how to create one... also valve did an original tutorial about particles...

you mean how to import the portal 2 stuff in sfm?

if u mean save it in a .dmx and then reuse it another sfm project yes, it's possible:
just right click on the model-->Export-->Animation
done!
if u mean create ur own "sequences" then u need to recompile the whole model... but for that u need to ask someone else...

that would be way too cool...
