It's Time for Real Change

As some of you may be aware, back in August 2025 we published a couple of articles covering the fallout between Steam & major payment processors including Paypal, Visa & Mastercard.

For those out of the loop, in mid-July last year a number of games were removed from Steam following pressure from Visa & Mastercard. This came after advocacy groups called for tighter restrictions on adult & sexually explicit content across digital storefronts. In the days that followed, further restrictions were placed on the use of these payment services on websites hosting similar content.

Less than a week later, the situation escalated further with intervention from the White House. An Executive Order titled "Guaranteeing Fair Banking for All Americans" was signed, targeting the denial of financial services based on political or ideological grounds, unless justified by objective, risk-based criteria.

Since then, the issue has remained relatively quiet - until now.

Yesterday, a notable update emerged: the Federal Trade Commission (FTC), led by Chairman Andrew Ferguson, issued warning letters to the CEOs of Paypal, Stripe, Visa & Mastercard regarding concerns over the "debanking" of consumers.[www.ftc.gov]

The letters specifically address the denial of financial services based on political or religious views, stating that where transactions are legal, there is little justification for restricting access. The FTC further warned that such behaviour could constitute a violation of the FTC Act and may lead to formal investigations and enforcement action.

While these letters don't represent direct enforcement action, they are significant. This is one of the clearest signals yet of regulatory scrutiny being applied to payment processors and their influence over what content can exist on digital platforms.

For platforms like Steam - who have historically maintained that legal content should generally be permitted - this raises important questions about where control over distribution truly lies. Las year's events demonstrated that pressure from payment processors can have immediate and tangible effects on storefront content, regardless of platform policy.

From a consumer rights perspective, the FTC's intervention represents a potential shift. It challenges the idea that financial service providers can indirectly shape content ecosystems without accountability.

That said, this still marks a notable development in an ongoing conversation about financial control, platform governance, and the boundaries of legal content online. Whether this results in meaningful change remains to be seen, as the warning letters are, at this stage, symbolic. The real test will be whether enforcement follows - and whether payment processors adjust their approach accordingly.
