But assuming he got banned only on the content of his games, you're right.
Even then, just because there's plenty of trash already doesn't makes it okay to add more.
There was no public reason for the ban of the apps, however the original developer is a very "colourful" individeal to say the least and has a history of being very argumentative and as Hibachi stated, general PR from the developer was less than professional. Due to the consistency the games were being posted, I doubt the game content is related to the ban they received, there are a lot of reasons why the ban was placed originally. The games are being distributed under a new name claiming to be a different individual and when questioned they're evasive on saying if they're the same guy, which doesn't paint a positive light on them. If it were a game content problem, a rename would not be required, the apps would have just reopened as was what happened with You Must be 18 or Older to Enter.
