The community manager contacted me and they don't see it as a manipulation. What do you guys think? Were there any games banned because of this?
I will point him to this forum if necessary.
I'm just poiting things out, I don't want them to get banned.
The author of this thread has indicated that this post answers the original topic.

The tos says not to artificially manipulate the review system. To me asking people to review your game is manipulating and I don't see it that different than "asking customers to review your product from within your application".

I remember that game that got banned for having notifications in-game where they were asking for reviews which is why i brought this up.

Ok so asking people to review your game is fine? Why are not more devs doing it since it can help a lot? I've always had the impression you're not allowed to when coming to steam reviews.

I've only seen them asking for reviews in press emails, first time seeing on steam discussions/announcements. Thanks for explaining it.

Usually the devs aren't asking for reviews that bluntly : it's generally just a few lines at the bottom of an update post.

Asking to leave feedback in some form is a normal for any content creator on any platform. Begging for reviews is okay, even begging for positive reviews. Offering something in exchange would be manipulation. But simple positive review begging is rather normal, for a time Artifex Mundi puts these in their Steam edition of the games as well (and begging screens for reviews have been common in casual games since around 2003-ish).

I also think you are jumping the gun here a bit. Steam games rely on user scores, so a little desperation is okay from a dev, as long as it is in the begging territory. Emotional manipulation may be considered manipulation, but considering how most Steam users are jaded bastards or ridiculously naive kids, I do not really think it is a particularly despicable practise, just desperate.
