I will point him to this forum if necessary.
I'm just poiting things out, I don't want them to get banned.
They're not menacing against the bad ones either (I checked some of those who were answered by the devs.)
It doesn't look like they bought reviews.
I don't think this post qualify as review manipulation... They're begging a bit, true, but they're asking for positive reviews "if you enjoyed the game".
So, uh, I'd say you went a little too far here.
I remember that game that got banned for having notifications in-game where they were asking for reviews which is why i brought this up.

That's probably why you didn't noticed that behaviour so far.
I also think you are jumping the gun here a bit. Steam games rely on user scores, so a little desperation is okay from a dev, as long as it is in the begging territory. Emotional manipulation may be considered manipulation, but considering how most Steam users are jaded bastards or ridiculously naive kids, I do not really think it is a particularly despicable practise, just desperate.
