Exactly what it feels to me. Notice how much effort Valve spends into features that bring them money - discovery queue, wishlist facelift, reviews. And how much into those that people really want to be improved like Steam Broadcasting, or ability to caregorize/filter your library by tags/features - you can easily do it in store but not in your Library. Why? Because store brings them money, but you've already paid for games in your library - so they don't care anymore.

They really need a strong competitor to get them off their asses so they start improving Steam in other aspects.

Valve lately usually brings usuful updates only if there is controversy or major problem (dicovery, greenlight, review bombing) but still fail at most basic stuff - quality control and not allowing garbage to over satured the market. I am very sure Valve will start doing something about this or hire a team of people to test control thrash and asset flippers but also I think its gonna take a while before that gonna happen..... or at least wider controversy.

Yes it was against TOS, but it seemingly didn't seem sinister in intent and seems to be down more to obliviousness and ignorance of the rules.

Well first they should know the rules.
Second, I think its good that "one strike, you are out" should be a thing on Steam.

I don't know my packs by heart but as OP suggest, those games look more like more than mismash of assets than reposted packs.

I know the houses from that "Archer : dead hunt" game are free in the asset store. I saw them in some tutorials.

When I wrote this comment the store page of this game was showing only huge wall of formating code. Not sure if it was Steams foult or "developer's".

just 20 sales at $5 and he basically got back his money, pretty easy on Steam with all the crazy collectors around, though they usually wait for sales.

Yeah but..... if the game is crap majority of people gonna refund it and not even counting that many people not gonna even click on his store page.
In short: I think its gonna take time before he will get back his money without some shady buisness practice ( if the game is bad ofc )

They have 100 USD$ per game they upload, soo… he had at least spare $700

If they spend 100 $ on Steam Direct and the game is being sold for 5 $ I dont think they get back that money. At least not from selling it to legit userss ( not countiing trading card farmers)
