I am pretty sure that you have better games to play in your 5000 game Steam library than bothering yourself with Starforge. Especially that you think it that a file provided by scammer may be a malware.

Pretty sure you can (like with Ride to Hell or Slaughtering Ground) , UNLESS Valve/ Developer blocked any way to activate said keys. On default people with keys can still activated them despite game removal. Thats how Digital Homicide is still up to this day selling keys for his shitty games.
