When did this actually go into effect, and in what ways is it retroactive?

As an example: !LABrpgUP! https://steamhost.cn/app/870990/ , and sure enough, "Steam is learning about this game", as expected, and as the popup says, the number of achievements should be limited, but this game has 2021. On another forum, a player reports that the achievements do indeed work.

Is that just because the game was released just as/before those changes went into effect, and newer games will be limited as expected? Or is something not working quite right, or am I not understanding how things are supposed to work?

I'd probably even want to know (and I've been following the news for that reason) which games used RedShell in the past, even if they now removed it. Since most of htem are removing it only because it came to light, and I wouldn't trust them not to use similar-but-yet-undetected methods in the future.

But even with a "collector spirit" (I have that too) you don't have to like collecting trash. I still collect games, and I still collect removed games, and I'm still trying to reach the threshold for that group (just because I can), but: I only collect removed games or about to be removed games that I actually want to play and that I can afford, and certainly no asset flips or steam trash.

(Some of them still make it into my library because if I buy a bundle I usually activate all that's in there; but more often than not I have refused to buy a bundle even with 1-2 wishlisted titles just because the rest are asset flips and shady devs. This group's curator is invaluable at spotting the harder to spot one too, so while I'm here, thanks for all that hard work!)

There have been a few games exploring the Inventory market for making money, like https://steamhost.cn/app/614910/monstercakes/ . Probably a couple others.

I have been wondering why more low-effort games don't yet do that, but I expect we'll see more of that soon enough ...

They look more like Zonitron to me; but I might be mixing up my asset flipper garbage game studios ...
