The "developer", Valkyrie Initiative, is a part of the Russian Conglomerate 5 group of asset flippers that includes some of the holdovers from Atomic Fabrik and a number of other asset flippers.

From time to time an asset flip will hook a few gamers into believing it's a real game, that's likely what happened here.
