Yes. It has been a thing for a few months now. Zup made it popular: games with zero difficulty, now often with zero gameplay, but thousands of achievements. They make the achievement showcase look good, when you have 100,000+ achievements.

And now you see why I try to buy games on GOG or as DRM-free editions on Humble when they are available. They at least still try to ensure something of acceptable quality is sold on their stores. (Well, for the most part in Humble's case.)

Aldorlea is a company and they have been around for nearly ten years. In RPGMaker, you can create a fully functional game as fast as you can write the dialogue and combat stats. Their Millenium series is actually probably the most famous RPGMaker series ever made and one of the few self-made indie games that had magazine coverage back when the first game was originally released.
The only RPGMaker series I know of that rivals and possibly even outshines its fame and success is the Aveyond series, because it started many years earlier and it is technically still continues (although the studio has been kinda silent for nearly a year and a half).

Or both. Considering the sheer amount of cheap-ass games made by Russians and Chinese that flooded the store in the past two years, it is getting surprising to find a new cheapo game that does NOT have utterly broken, obviously machine-translated, or stock copy-pasted descriptions.

He is just overzealous, probably nothing more. It is easy to forget that way too many Steam users have absolutely zero experience and knowledge of the casual game publishing scene, especially if they grew up on only information from gaming magazines/web portals that mostly cover AAA releases.
