I don't believe either of us are planning anything big for TF2 at this time. The Randomizer Arena is still being maintained at a basic level, for now.

I still have interest in STT, though yes it's been rather quiet the last few years, as we've been busy with other things. Can't promise anything, but I'm optimistic about the potential of any further developments, if/when we ever get around to it.

Honestly, what you posted applies to TF2 as a whole. The game has always had this problem. STT does what it can to auto scramble the teams if a significant imbalance is detected, but the scramble algorithim isn't flawless.

I agree that there is some room for improvement, but it's not an easy problem to solve (especially considering not even Valve has solved it), and I can't promise there will be more changes to STT specifically in regard to team skill balance.
